PROBLEM TO BE SOLVED: To surely perform the frequent plant starting operations by detecting a deviation of a prescribed output pattern range after reception of a plant output signal and outputting the operating gist that is necessary for the starting support of the plant. SOLUTION: For instance, a GT(gas turbine) output signal 1S, a steam temperature signal 2S, a steam pressure signal 3S and a TB(turbine) valve opening amount signal 4S vary when a plant is started. A pattern range is previously inputted to each of abnormality detectors 1 to 4 at the starting time of the plant and with a time point set after the GTs are placed in parallel to each other defined as a starting point. For instance, both upper and lower limit value of a prescribed steam temperature signal pattern range are previously inputted to the steam temperature abnormality detector 2. Then the detector 2 detects a point where the actual signal 2S gets out of the upper and lower limit value of the preceding pattern range. This detected point is outputted as an abnormality signal. The same operations are secured by other detectors 1, 3 and 4. A diagnostic device 5 diagnoses the abnormality based on the program that is previously inputted after the abnormality signal is received from each of detectors 1 to 4 and outputs the corresponding operation.
