CELL ASSEMBLER AND DISASSEMBLER

PROBLEM TO BE SOLVED: To execute cell assembling/disassembling so as to avoid congestion in the case of the congestion of an ATM network. SOLUTION: A cell assembler side 101a of the cell assembler and disassembler executing the conversion between data of a fixed bit rate and an ATM cell is provided with a means 104 interleaving data to be sent upon the detection of congestion to reduce the quantity of cells to be received by an ATM network 106, and a cell disassembler side 101b is provided with a means 110 compensating the interleaved data, and the data are reproduced from the cell received from the ATM network 106. Then the recovery of the congestion of the ATM network is quickened by decreasing the quantity of cells received/outputted from the cell assembler and disassembler to the ATM network 106. On the occurrence of congestion in the ATM network 106, the quantity of cells sent to the ATM network 106 is decreased, the restoration from the congestion of the ATM network 106 is quickened and the congestion time is decreased, then the ATM network 106 is established, in which the number of abort cells due to the congestion is reduced.
