PROBLEM TO BE SOLVED: To make a switch operating procedure that reduces a transmission loss to the minimum at the time of interchanging transmission of power to a switch of a distribution system. SOLUTION: When conducting interchanging transmission of power from a distribution line to a normal power failure block which is generated by an accident in the distribution line or by power cut for the purpose of a work or to a power interchange target block such as a block which has a load to correspond to an overload for solving overload, one or more power transmission routes to a switch connected to the power interchange target block and a bus of an electricity station to which a distribution line breaker is connected are found by a switch operating procedure preparing means 6. Out of these power transmission routes, the ones which have a voltage drop within a set value is selected by the means 6. Out of the routes selected by the means 6, the ones which have a minimum transmission loss are selected by a transmission loss judging means 5. To each switch on the transmission routes selected by the means 5, a switch operating instruction is output by a switch operating instructing means 7. |
