PROBLEM TO BE SOLVED: To realize a high static electricity protective effect, a small size, and a low cost, by forming a static electricity protective element wiring of two layer structure having a specific thickness of discharge gap layer and a wiring layer exposed to a clearance inner wall surface, to an insulating substrate of a specific resin. SOLUTION: On both side surfaces of an insulating base member 121 of a fluorine system or a polyimide system, copper foils 130 are superposed, and its thickness is made within 5 to 150μm, and furthermore, etching resists 170 are formed on both side surface. Then, the copper foil 130 parts exposed from the etching resists 170 are removed by an etching, and furthermore, the etching resists 170 are removed to form a static electricity protective element wiring 150. And, high polymer epoxy polymers 123 are superposed on both side surfaces. Then, after a hole 160 for end face connecting purpose is formed, copper foils 130 with high polymer epoxy polymer are superposed again. Then, holes 180 for end face connecting purpose are formed, a plating 190 is applied, and terminals 181 for end face connecting purpose are formed by an etching. Consequently, the manufacture is simplified, the accuracy of the discharge gap is high, and the discharge voltage can be controlled accurately.
