The cutter has a rotating blade with a helical cutting edge (26C) which moves around a circular path (27A) over the delivery plane (18A) of the film (18). The base of the cutting edge moves around a second circular path (27B) which is on the opposite side of the film of the non-rotating pivoting blade (28). The straight edge (28A) of the non-rotating blade pivots between a cutting position where it meets the helical cutting edge at the film plane and a standby position clear of the film. A drive (34) swivels the non-rotating blade into the cutting position when the film is placed is position.
