PURPOSE: To provide a painted metal plate, whose environmental pollution resistance is enhanced with high durability being maintained. CONSTITUTION: A chemical-conversion treated film is formed on at least one surface of a metal plate. A prime coated film of 2μm or more is formed as the upper layer for the film. Furthermore, a painted film containing 5-100 pts.wt. molecular sheave having the small-hole diameter of 0.1-2.0nm with respect to 100 pts.wt. resin solid component is formed as the upper layer for the primer coated film.
