PURPOSE: To obtain a reinforcing woven fabric having high uniformity and suitable for fiber-reinforced plastic by opening the warp and the weft of a woven fabric containing reinforcing fibers as the warp and weft by steam-jet treatment under transportation and tentering and flattening the treated fabric. CONSTITUTION: A woven fabric 7 woven by using carbon fiber multifilament yarns as the warp 1 and the weft 6 is guided through a take-up surface roller 8 to a winder 9. During this process, the warp 1 and the weft 6 are opened by ejecting steam jet having a temperature higher than the glass transition temperature of the sizing agent of the carbon fiber (preferably 200-300 deg.C) under 3-15kg/cm<2> pressure from a steam jet nozzle 10 composed of plural nozzle holes each having a diameter of 0.1-0.5mmϕand arranged in the direction of the weft at a pitch of 1-5mm and, at the same time, the fabric is tentered and flattened to obtain the objective reinforcing woven fabric having little surface irregularity.
