PURPOSE: To form an image having high gradation and high resolution and having no surface fogging by using aqueous developer in which coloring material and toner particles are dispersed and specifying the electric resistance of a photoreceptor. CONSTITUTION: The conductive layer of the photoreceptor 1 is grounded and developing bias potential is impressed on a developing electrode 2. Then, the back surface of the photoreceptor 1 is irradiated with light having image information. The exposed photoreceptor 1 becomes conductive, so that charge is moved in accordance with the bias potential and simultaneously the migration of the toner particles in the developer is guided. The charge having equivalent weight and reverse polarity to the charge moved in the photoreceptor 1 is carried to the surface of the photoreceptor 1 by the carrier liquid and the toner particles. The toner particles are held, and the charge is maintained at a part which does not directly come in contact with the photoreceptor, then the toner particles are held on the photoreceptor. In this image forming method, the developer obtained by dispersing at least a coloring agent and toner particles consisting of binder in the carrier liquid principally composed of water is used as the developer and the photoreceptor whose electric resistance is <=1×10<7>Ωcm is used.
