PURPOSE: To perform compression on which the intention of a manufacturer exerts influence and to prevent a bit rate as a target from being deviated by changing a fundamental compressibility based on significance for a designated image area. CONSTITUTION: A worker designates an area desired to make into high picture quality by operating an external information input means 60. When external input information from the means 60 is sent to a high picture quality designating information generation circuit 61, designation information based on the external input information is generated, and the designation information generated from the circuit 61 is sent to a designating area high picture quality forming parameter setting circuit 62. The circuit 62 generates a parameter for rate control in a quantization step controller 39 based on the designation information from the circuit 61, and sends the parameter to a controller 39. The controller 39 performs such control to maintain the target bit rate by expanding a quantization step for another part except for the area desired to make into the high picture quality.
