PURPOSE: To obtain wind spreading laterally in the same way as natural wind. CONSTITUTION: When an oscillating driver 45 is driven by sending a control command 46 to the oscillating driver 45 from an arithmetic and control unit 47, each fin 35 of compact size not reaching the ceiling of a wind regulating part 8 is oscillated in laterally reciprocating motion at the maximum oscillating angle of±1-50 deg. by the rotation of the oscillating driver 45 through interlocking mechanism 55 in accordance with the composite waveform of 0.01-5.0Hz composed of sine wave of a short cycle (frequency 0.8-1.2Hz) and sine wave of a long cycle (frequency 0.04-0.06Hz). Wind spread laterally in a measuring part as in natural environment is thereby obtained.
