PURPOSE: To attain the effective mixture of the analog broadcast service of a CATV, etc., and the digital service of an NVOD (near video on-demand) system, etc. CONSTITUTION: When the analog CATV signal 204 received from a CATV-HE 201 is transferred to an HDT202, the analog transmission line which transmits the signal 204 to an ONU (optical network unit) 210 is stored in a pipeline 209 which stores the digital transmission line where the individual distribution service digital service signal 204 is transmitted to the ONU210. At the same time, the broadcast service digital service signal 205 is modulated by a modulator 206 included in the HDT202 and turned into an analog service signal. This service signal is mixed with the analog CATV signal 204 and transmitted to the ONU210. Thereby, every ONU210 contains only a modulator 212 that modulates the digital service signal 204.
