PURPOSE: To distribute a desired video title by stopping the transmission of a video title of a succeeding period when no request comes from a terminal equipment before a prescribed period. CONSTITUTION: When a user desires the acceptance of VOD service, the user selects the VOD service among various service programs via a set top 15 and a control device 6 and incoming and outgoing paths are set between a video server 1 and the set top 15. Then information is sent/received between the video server 1 and the set top 15, and a band and a channel used for the set top 15 are allocated to the user. Then a video title is distributed or stopped for a succeeding period depending on the presence of a view request from the user for a prescribed time in a timing of distribution of the video title. For example, when no request comes from a terminal equipment for a prescribed period, the transmission of the video title of a succeeding period is stopped. Furthermore, when a transmission request is received, the title is sent for a prescribed period.
