PURPOSE: To suppress the lowering of image density or its unevenness caused by a defective electrostatic charge or a defective carrying by forming an image by using a specified developing sleeve and a developing device using same. CONSTITUTION: The developing sleeve 8 being a developer carrier is constituted of a metallic cylindrical tube (base body) 6 and a resin covering layer 7 formed on the surface of the tube 6 and constituted by dispersing and containing spherical resin grains to which organic fine powder or electrical conductive fine powder receiving oil processing is attached or fixed. A stirring wing 10 for stirring magnetic toner 4 is provided in a hopper 3. By carrying the toner 11 being one-component magnetic developer supplied from the hopper 3 and rotating it in a direction shown by an arrow A, the toner 4 is carried to a developing part where the sleeve 8 and a photoreceptor drum 1 are faced. In the sleeve 8, a magnet 5 is arranged in order to magnetically attract and hold the toner 4 on the sleeve 8.
