<p>System and device for heating a floor includes an inner pipe (11) disposed in an outer pipe (10), the space between the inner and outer pipes can be filled with water or a thermal medium fluid. A heated fluid or an electric heater (12) inside the inner pipe transfers heat through the inner pipe to the water or thermal medium fluid.
