摘要 PURPOSE: To carry out monitoring evaluation for an operation restricting factor by providing an autonomous managing means which expands an employed ratio for a starring schedule formed on the basis of a schedule correction amount obtained from an adaptive knowledge acquiring means. CONSTITUTION: In a schedule execution controlling means 300, a process condition accompanying a start of a thermal power plant 3000 is controlled according to a starting schedule made by an autonomous managing means 200. In the autonomous managing means 200, an employed ratio for a schedule, which is made on the basis of a correction amount obtained from a schedule correction amount computing means 600 based on fuzzy inference, is variable. As starting is repeated, the latter ratio is increased, so that adaptive ability against a change in an operating condition and an autonomous ability can be increased. In this way, a starting schedule minimizing a starting time can be automatically formed and can be executed while a plurality of operation restricting conditions such as an equipment protection criterion and an environmental regulation value are satisfied at the same time.
