CONSTITUTION: A fixed blade 10 is provided so as to approach the area under the horizontal surface S passing the center O of a rotor by a required dimension H so that the contact distance with an object to be treated of the rotary blade is shortened before the cutting of the object to be treated by the cooperation with the rotary blade, and the force of the rotary blade received from the object to be treated is reduced and the cutting surface of the object to be cut by the fixed blade and the rotary blade is increased. |
