The device comprises a sealed part (1) which is moved and-or slide over the surface, whilst maintaining contact with it. The sealed part is kept at a temperature below 10 degrees, and preferably around 6 degrees. At the sealed part should not be operated at a temperature lower then 2 degrees. The sealed part includes a built-in cooling and heating system, to regulate its temperature.
