PURPOSE: To easily form a distinct image excellent in color balance and constituted by superimposing toner images by repeating charge, image exposure and non-contact reversal development to an image forming body provided with a photoconductor layer whose layer thickness is specified. CONSTITUTION: The surface of a photoreceptor drum (image forming body) 10 provided with the photoconductor layer whose layer thickness is 22-50μm is discharged by a precharge exposing lamp 95, and uniformly charged by a charger 20. Meanwhile, an original reading part 25 reads an original image and transmits a yellow image signal to an image exposure means 30 first so as to form an electrostatic latent image consisting of the distribution of low potential area by making yellow image exposing light incident on the surface of uniformly charged drum 10. Then, a developing device 40A develops a yellow toner image by making toner fly. The image-formed surface is charged again by the charger 20 and the image exposure means 30 forms the electrostatic latent image by making magenta image exposing light incident thereon. At such a time, the potential of the incident area of the image exposing light is sufficiently lowered compared with background potential in the same manner as the yellow electrostatic latent image, thereby, the image excellent in the color balance is formed.
