PURPOSE: To obtain the video data transmitter which is capable of improving the convenience of NVOD service. CONSTITUTION: The encoder circuit 300, the memory circuit 302 and the buffer memory circuits 3041 to 304n of an NVOD data generator 3 generates NVOD data S3041 to S304n from video/voice data VI. A guide video generation circuit 14 generates guide video data S4 from the NVOD data S3041 to S304n . A time division multiplexing circuit 306 performs time division multiplexing for the NVOD data S3041 to S304n and guide video data S4 and transmits the data as video/voice data VT via a ciphering circuit 308 and a transmission circuit 310.
