FIELD: mechanical engineering. SUBSTANCE: device has a housing made up as a cantilever. One end of the cantilever is provided with a unit for fastening to the bearing member. The other end is provided with a guide member made up as a hook mounted in the plane perpendicular to the axis of the cantilever. The inner side of the deflected portion of the hook and wire hook of the unit for holding a wire are in the same plane. The tension mechanism has shaft-coil and bushing rigidly secured to the housing-cantilever. The bushing is set on the shaft-coil in bearings. The bushing is provided with longitudinal grooves. The shaft-coil is provided with lateral openings through which a rod-locking member passes. The unit for holding a wire is made up as a wire hook mounted on the shaft- coil at a distance from the end face of the bushing that is equal to the diameter of the wire.
