The cap is connected to the connector having test point among the devices used in the by-pass system and the underground power cable system and tests whether the phases of the power and the load matches each other. The cap comprises: a tank(1); an Epoxy bushing(2,4) connected to the tank(1) and a T-housing(3); a voltage sensing cap(22) including a first copper disk(23), a spring wire(24) and a second copper disk(25), serially; a mating connector(26) connected to the second copper disk(25).
