PURPOSE: To reduce the developing man-hours of a call processing program, and also to facilitate the development of a function made highly reliable by providing a switchboard to contain a subscriber's terminal to receive PVC service with a virtual subscriber's function to simulate a subscriber's line signal link. CONSTITUTION: Virtual subscribers 171, 172 are arranged in the software 111, 113 of ATM subscriber switches 101, 103, and are provided with the call processing programs 121, 123 and interfaces 181, 182. These virtual subscribers 171, 172 simulate the signal link of a subscriber's line by these interfaces 181, 182. The virtual subscribers 171, 172 are installed in the software 111, 113 of the ATM switches 101, 103 in this way so that a subscriber's line signal is simulated for the call processing programs 121, 123 for a PVC call. Accordingly, the regeneration of a fixed information path 141 at the time of setting or releasing the fixed information path 141 by the PVC call or the occurrence of a fault can be handled similarly to usual call processing.
