PURPOSE: To maintain the adhesive strength for a long time in the wetting atmosphere by forming a polyester prime coat film and a polyester topcoat film using isocyanate as a curing agent on the surface of a formed steel plate, a stainless steel plate, a plated steel plate or an aluminum plate. CONSTITUTION: A coated steel plate is provided with a prime coat film formed by a polyester curing material and a topcoat film formed by a polyester coating material using isocyanate as a curing agent formed on the surface of a steel plate, a stainless steel place, a plated plate or an aluminum plate to which the formation process such as the phosphate processing or the chromate processing is applied. The prime coat film is formed by a polyester coating material composed of hydroxyl containing polymer polyester resin of glass transition temperature of 10 deg.C or over in which a polyester coating material containing methylated or butylated melamine resin is contained. The topcoat coating material is formed by a curing agent impregnated with isocyanate of 10wt.% as a curing agent.
