The composition contains polyvinyl chloride having a degree of average polymerization of 600-2,500 as a major component and a paper sludge incineration ash having 0.1-30 wt.% an organic component and 70-99.9 wt.% an inorganic component as a filler. The paper sludge incineration ash has advantage of recycling of waste product, the reduction of cost and good physical properties. The products using said composition may be applied to a polyvinyl chloride pipe, water pipe, electric wire pipe and foam pipe.
