The apparatus regulates the rpm of a rotational means by using the computer control when testing a safety loader of a fuse so as to reduce the test time. The apparatus comprises: the rotational means(200) generating pulses according to the rpm of an attachment(100); a counter(300) counting the pulses while dividing the pulses by 1/10, 1/100, 1/1000 and 1/10000 via an inverter(IN1); a rpm detector(400) including an oscillator(410), a counter(420) and an AND gate(430) for generating a reference clock(CLK); a rotary speed converter(500) including a counter(510), an AND gate(520) and a single stability multi-vibrator(530) for converting the pulses from the rotational means(200) into a computer readable rotary speed ; a computer interface(600) connected to the counter(300).
