The apparatus increases an engine power and improves a stability when driving the automobile at a high speed by reducing effectively the load of the engine necessary for driving an oil pump. The apparatus comprises an oil pump(24) generating a hydraulic power; a field coil(19), installed in a shaft of a vane pump(1), driving the oil pump(24); a plate type spring(20); a plate(21); a pulley(18) receiving the power of the engine; a sensor(26), installed in the field coil(19), sensing the speed of the automobile; a sensor(25) sensing the state of a steering wheel; a controller(27) controlling the operation of the oil pump(24) and a solenoid valve(28) according to the speed of the automobile.
