PURPOSE: To prevent frame-skipping or the like from being caused even when an input system clock frequency on a coder side and a clock frequency for presentation on a decoder side differ from each other. CONSTITUTION: A system decoding section 13 analyzes header information of multiplexed data and demultiplexes the data or the like based on the result of analysis. An STC counter 14 generates a system clock SCK synchronously with the system clock of a coder side based on SCR/PCR being time base data included in multiplexed data. An audio decoding section 15 decodes audio data according to the system clock SCK, generates an audio output clock synchronously with the system clock SCK, and outputs decoded data according to the clock. A video decoding section 16 decodes video data according to the system clock SCK and generates a video display clock synchronously with the system clock SCK and outputs decoded data according to the clock.
