PROBLEM TO BE SOLVED: To evaluate the defect of a vehicle even when the vehicle is traveling by providing means for detecting malfunction of a vehicle or failure of a component through a sensor and evaluating a message from the sensor and transmitting-receiving the evaluated failure information through a vehicle radio network. SOLUTION: A system S for detecting malfunction of a vehicle or failure of a component is fixed to a vehicle P and a sensor S detects malfunction or failure of a component even in idling and detects execution of vehicle function upon occurrence of malfunction or failure of a component. A data thus obtained is evaluated as a message of malfunction or failure by a processing or evaluating means PC and transmitted from a vehicle radio unit T. The vehicle radio unit T transmits the message through a vehicle radio network to an evaluation unit A. The radio unit T can also receive control information for removing malfunction or failure and can be used as a display.
