PICTURE RECORDING AND REPRODUCING DEVICE

PURPOSE: To obtained an economic picture recording and reproducing device which can clearly reproduce a still picture from an arbitrary part of moving images being reproduced. CONSTITUTION: When a still picture output requesting means 117 accepts a still picture reproducing request from a user during the reproduction of moving images, a management information storing means 108 obtains the frame number which is the closest to the frame number stored in a frame number storing means 114 from among the frame numbers corresponding to a high-speed shutter speed by referring to management information stored on a recording medium 104 following an instruction from a reproduced picture control means 112. Then a reproduced picture data outputting means 105 reads out the picture data corresponding to the obtained frame number from the medium 104 and reproduces the picture data as a still picture on a picture displaying screen 106.
