PURPOSE: To accurately form a tape traveling surface and a tape guiding stage by machining optical surfaces excluding the tape traveling surface and the tape guiding stage after forming the tape traveling surface and the tape guiding stage completely by one operation. CONSTITUTION: A tape winding surface mold 9 is made to be a smooth and highly accurate surface so as to form a tape traveling surface 5 and a tape guiding step 4 for regulating a magnetic tape by one mold and capable of having highly accurately formed circular angle and roundness of the tape traveling surface 5 and the linearity of the tape guiding step 4. Further, since a forming mold is drawn in a direction nearly perpendicular to the tape guiding step 4 and the tape traveling surface 5, a projection provided in the forming mold is formed without being brought into contact with a fixed drum 3.
