Device formed by the structures of two complementary elements, one dynamic and the other static. The dynamic element consists of the shafts 1, their ends being provided with a double set of bearings 5, in a horizontal position, one beneath the other, which incorporate, in pairs, the double toothed wheels 22, connected by the articulated chain 41, which the pneumatic band 50 and transparent cylindrical chambers 73 enclose. The static element consists of a transparent cylindrical casing 94, of greater diameter than the chambers 73, which, for its securing to the wall of the dam 103, is provided with the elements 100 and 105 and is sectioned along its entire inner length 113, each longitudinally sectioned edge having the rectangular box 115 which via its form accepts the rubber band 116 which makes contact with each side of the pneumatic band 50. Its lower mouth 118 has the wide box 119 which via its form accepts the rubber band 120 which makes contact with the perimeter of the chambers 73, rotation giving rise to its inner hermetic sealing. <IMAGE>
