In a mobile communication system, a multi-cell transmission device for preventing the delay which occurs when a fixed-length packet (ATM cell) is reassembled from short packets, the quality deterioration of transmitted signals resulting from the delay, and the deterioration of transmission efficiency which occurs when short packets are assembled into a fixed-length packet. The communication data assembling/disassembling circuit (402) of a gateway switching office (400) assembles low-speed information transmitted from a telephone terminal (610) into short packets and a fixed-length packet assembling/disassembling circuit (404) multiplexes the short packets in fixed-length packets. The short packets transmitted from a plurality of telephone terminals are grouped for every destination station (for example, specific radio base station) in the network and multiplexed in fixed-length packets belonging to the group. Since the disassembling/reassembling of the fixed-length packets at exchanges on the way can be omitted, a highly efficient ATM exchange network can be constituted.
