The advancing and cutting appts. uses a strip (12) which is unwound from a reel (11) and passed between motor-driven feed rollers (16,17) to the cutter (18) which comprises a fixed blade (19) and a moving blade (21) on a rotary shaft (20). The rotational speed and angular position of the shaft are maintained in direct proportion to those of the feed rollers by rigid coupling of the respective drives so that the lengths (A) cut from the end of the strip are equal. When the machine comes to a standstill, the blade and feed rollers are stopped simultaneously and restarted in synchronism.
