According to this method of cleaning soil water, as a first process, flocculants of at least two types are mixed into and agitated in the soil water to cause an inorganic matter and an organic matter to float up and then be precipitated. The above-described first process is successively repeated a plurality of times. Furthermore, as the first process, the flocculants of at least two types are mixed into and agitated in the soil water to cause the inorganic matter and the organic matter to float up and then be precipitated. Subsequently, as a second process, the flocculants of at least three types are mixed into and agitated in a supernatant wter obtained by the aforesaid process to cause the residual inorganic and organic matters to float up and then be precipitated. At least either one of the first and second processes is successively repeated over a plurality of times. As described above, non-drinkable water, clean water and super pure water can be obtained from the soil water. By adding exhaust gas to the above process, the exhaust gas can be cleaned.
