<p>PROBLEM TO BE SOLVED: To improve a picture quality in a video signal processing system using an area division technique. SOLUTION: This system includes; an encoding device 10 equipped with an area division block 100 for dividing each video signal into plural areas, and generating outline information and texture information, a gradient value calculating block 110 and a comparing block 150 for detecting continuous boundary lines from among boundary lines between adjacent areas, and generating boundary line information, and an encoding block 180 for generating an encoded video signal; and a decoding device 30 equipped with a decoding block 300 for decoding the encoded video signal, and reproducing the outline information, texture information, and boundary line information, a re-constituting block 330 for generating a re-constituted video signal, and a smoothing block 360 for updating each pixel value positioned at a predetermined distance from the continuous boundary lines.</p> |
