PURPOSE: To enable the oxidation treatment of all of the PCB in a treating tank at a low temp. at one time by heating a liquid mixture composed of a chlorine based org. solvent and water to generate the vapor of the chlorine based org. solvent and steam and filling the vapor and the steam into the treating tank, thereby decomposing PCB sealed therein. CONSTITUTION: The methylene chloride soln. Me does not dissolve in water Wa and, therefore, forms a layer under the layer of water Wa when the liquid mixture composed of water Wa and the methylene chloride soln. Me is injected into the treating tank T at a liquid level which is higher than the liquid level of heating and cooling pipes 20 and at about the level at which the PCBs on a PCB placing stage 26 is not immersed.
