PROBLEM TO BE SOLVED: To obtain a stable oil-in-water emulsion little in irritation to the skin, useful for the treatment of acne, oily skin, etc., without using an irritating solvent and emulsifier by compounding a salicylic acid derivative of an active component in a salified form. SOLUTION: This emulsion is obtained by using a salicylic acid derivative salified with a base as a dispersant of an oil-in-water emulsion. As the salicylic acid derivative, n-octanoyl-5-salicylic acid, n-decanoyl-5-salicylic acid, etc., is preferable, and as the base, arginine or lysine is preferable. Further, as an example of the salified salicylic acid derivative, N,N-dimethyl-N-(2-hydroxyethyl) ammonium 5-n-dodecanoylsalicylate is cited. Further, it is preferable that the above salicylic acid derivative is used at a ratio of 1-5 wt.% based on the total weight of the emulsion.
