The device contains a difference control circuit (322,323c) for reducing the difference between at least the phase or frequency of an incoming first signal and a second signal. A differential amplifier circuit (323d) amplifies the difference reduction circuit output and a feedback voltage. A circuit produces an internal clock signal corresp. to the second signal, a current supply element and a resistance element. The clock signal circuit contains a device (324ab,324ag) for adjusting an operating current according to the differential amplifier output. The current supply element (323eb) generates a current depending on the differential amplifier output. The resistance element (323ec) converts the current into a voltage to produce the feedback voltage.
