PROBLEM TO BE SOLVED: To set a speed for encoding an analog information signal into a digital information signal by providing a means which sets a speed when the analog information signal is encoded into the digital information signal and selecting plural encoding speeds. SOLUTION: A cassette tape type magnetic recording/reproducing device converts the analog video signals received from an analog external input 16 and a BS/UV receiving part analog video output 17 into the digital data which are sampled from the NTSC signals by an NTSC decoding circuit 5 with the prescribed frequency and then encodes the digital data into the MPEG digital signals via an MPEG encoding circuit 7 at a prescribed digital transfer speed. At the same time, a system control circuit 9 controls a transfer rate selection circuit 4 based on the information that is selected by a user via an operating part 13 and changes the digital transfer speed of the circuit 7 to perform an encoding operation at the digital transfer speed that is set by the user.
