The apparatus and method optically measures the distance specially between moving objects by the time division method. The apparatus comprises: a light emitter(10) sending a laser beam to a target: a light receiver(20) receiving the laser beam reflected from the target object; a triggering part(30) generating a start signal by converting the laser beam from the light emitter(10) into an electric signal; a signal control and processing part(40) controlling the overall operation of the system by receiving the signal from the triggering part(30); a time measurement part(50) measuring the time of the laser movement; a distance calculator(60) calculating the distance based on the measure time.
