PROBLEM TO BE SOLVED: To provide an air guiding and blowing device capable of quickly and effectively warming or cooling an occupant, particularly for warming and keeping warm the lower half of the occupant's body, and further effectively keeping warm or cool (cooling) or drying articles loaded into the vehicle. SOLUTION: The air guiding and blowing device 1 includes a retainer 10 made of synthetic resin that can be removably mounted in an outlet 2; an elongate, flexible air tube 20 constructed of a thin film connected to the retainer 10 at its rear end for guiding air introduced therein from the outlet 2; a blowing member 30 connected to the front end of the air tube 20 dispersedly blowing the air guided to the front end; a retaining member 40 for retaining the blowing member 30 in a position where it is not in contact with the occupant; and a cover member 50 or the like which can cover the lower half of the body of the occupant M. With the lower half of the body of the occupant M covered in the cover member 50, air (hot air) is blown from the blowing member 40 toward the interior of the cover member 50.
