<p>PROBLEM TO BE SOLVED: To provide an image-signal encoding apparatus, in which satisfactory recoding operation can be performed, when a decoded image signal edited by changing over a plurality of decoded picture signals is re-encoded. SOLUTION: In a frame-information determining circuit 73, frame information, in which whether frame encoding information is valid or invalid has been determined is acquired by a decoder ID which is detected from each macroblock of one frame portion, and by the frame encoding information which is encoding information in a sampled frame unit (one frame encoding information results from adding picture encoding parameters in the prescribed number of pieces).</p> |
