PURPOSE: To prevent interference by an optimum method by digital radio communication for simultaneous bidirectional communication and instantaneous communication in group communication. CONSTITUTION: A main unit LCU 100 controls plural radio base stations CS(1) 110a and CS(2) 110b and manages the position registration state of plural radio mobile stations PS 120a-120g. The radio base stations CS(1) 110a and CS(2) 110b periodically transmit the information of a radio service zone by using report signals. For the respective radio base stations CS(1) 110a and CS(2) 110b, transmission and reception timings are synchronized and the contention management of the transmission timings of the report signals is performed by the main unit LCU 100. The radio mobile stations PS 120a-120g select the optimum (closest, for instance) radio base station from the plural report signals from the plural radio base stations CS(1) 110a and CS(2) 110b and performs position registration.
