A tubular film of a fluororesin having an internal surface which is free from any fold and has been homogeneously surface-treated, and an apparatus and a method for surface-treating the internal surface of the tubular film. The apparatus comprises holding means (1) for holding a tubular film (7) to be treated onto the internal surface of a cylinder (2) while maintaining the cylindrical shape and treatment means (8 and/or 11) which is inserted into the internal side of the cylinder to surface-treat the internal surface of the tubular film held on the internal surface of the cylinder. The holding means and the treatment means are designed so as to conduct constant-speed rotational motion and constant-speed linear motion in mutual relative relationship.
