PURPOSE: To obtain an inorganic cement plate improved in freezing damage resistance by preventing the pop-out of a surface layer and suppressing swelling. CONSTITUTION: A inorganic cement plate is formed from an inorganic material consisting essentially of cement and an aggregate and containing asbestos as a fiber component, and the inorganic material contains, in addition to asbestos, 0.5-6wt.% pulp (LBKP or LUKP) containing >=60% fiber having 5-30μm fiber diameter and 0.2-1.0mm fiber length as the fiber component. This inorganic cement plate is obtained by manufacturing an aq. slurry, prepared by adding 0.5-6wt.% pulp into the inorganic material composed of cement, the aggregate and asbestos, to form a green sheet and, after press molding the green sheet, aging and hardening the press molded green sheet.
