PURPOSE: To easily deal with the time of fault generation or the case of exceeding the capacity of a base station controller by allocating control channels from the plural base station controllers to be connected to the exchange of a ground station to respective beam areas. CONSTITUTION: The respective channels of control channels 14-16, 17-19 and 20-22 from respective ground station controllers 2-4 to be connected to an exchange 1 of a ground station 26 are dividedly allocated to respective beam areas 23-25. With this allocation, the eccentricity of traffic is avoided in comparison with the case of respectively peculiarly allocating the channels 14-16, 17-19 and 20-22 from the respective devices 2-4 to the areas 23-25, and processing at the time of centralizing a load or the dealing at the time of fault generation is facilitated for the respective devices 2-4. In this case, the selection priority of the areas 23-25 is selected to be different for each of mobile stations A-1. |
