PURPOSE: To provide an encoding device and a decoding device in which encoding and decoding processing are improved with simple constitution. CONSTITUTION: Predictive state memory 103 is divided into four banks, and when equality is obtained between the outputs of a comparator 110 (the banks of the predictive state memory 103 for two consecutive encoding noticed picture elements are equal to each other), a read/write operation is performed only to one prescribed bank of the predictive state memory 103 sequentially. Also, when inequality is obtained between the outputs of the comparator 110, write on the predictive state memory 103(update of a predictive state) and the readout of the predictive state for next picture element (another bank different from the one for update) are performed simultaneously. |
