A pressure regulator assembly (40) having a pre-set apparatus (56) in a selectively inaccesible location for pre-setting a minimum pressure for said pressure regulator (40) and an adjustable mechanism (94) for providing a selectively higher pressure. The pre-set apparatus (56) is selectively adjustable only upon gaining entry to the selectively inaccessible location. A shield member (76) prevents blockage of a venting port (50) while assuring continued communication bewtween the venting port (50) and an area of reduced pressure, such as atmospheric pressure.
