The present invention provides an operation device, a tracking system, an operation method, and a program with which tracking can be continued accurately even when a tracked object is small or makes large movements. An operation device according to an embodiment of the present invention comprises: a reception unit that receives images transmitted consecutively from a camera; a tracked-object reception unit that receives the identification of a tracked object which is being tracked by the camera; a movement amount calculation unit that calculates the movement amount of the tracked object between consecutive images on the basis of the images received consecutively by the reception unit; a movement amount determination unit that determines whether or not the movement amount calculated by the movement amount calculation unit is greater than or equal to a first movement amount threshold; and a size instruction transmission unit that transmits an instruction to the camera to change the size of the images transmitted by the camera from a first size to a second size smaller than the first size in cases where it is determined by the movement amount determination unit that the movement amount is greater than or equal to the first movement amount threshold. |
