PURPOSE: To prevent an abnormal image and electric noise due to electrostatic offset by setting the surface resistance value of a pressure roller within a specified range. CONSTITUTION: This device is constituted mainly of a fixing roller 1 and the pressure roller 3. A conductive coating film 2 containing a cover in Teflon(R) is formed on the surface of the roller 1 so that its film thickness may be 20μm, and a silicone rubber layer 4 is formed on the surfacer of a core bar 5 in the pressure roller 3. The surface resistance value of the silicone rubber 4 is set to >=10<6> # and <=10<9>Ω. In such constitution, positively electrified toner on transfer paper S to which the toner has been transferred is attracted to the pressure roller 3 side whose negatively electrified amount is large by the silicone rubber layer 4 at a nip part between the rollers 1 and 3, and then the scattering of the image is eliminated and the electrostatic offset is prevented. Since the silicone layer 4 of the roller 3 has conductivity, the electric noise is prevented.
